What it actually means
When an ad set launches — or gets a significant edit to budget, targeting, or creative — Meta's delivery system starts exploring, testing different people to learn who responds. During this learning phase, costs swing and performance is unrepresentative. Meta considers learning complete after roughly 50 optimization events within a week; ad sets that can't get there fall into 'learning limited' and never stabilize. Two practical rules follow: don't judge or kill ads on day two, and don't make constant edits, because each meaningful change resets learning. Structuring accounts so conversions concentrate in fewer ad sets exits learning faster and performs more consistently.
